Ninth District Opportunity, Inc. is a private non-profit Community Action Agency which operates service delivery programs in the following twenty counties: Banks, Cherokee, Cobb, Dawson, Douglas, Fannin, Forsyth, Franklin, Gilmer, Gwinnett, Hart, Hall, Habersham, Lumpkin, Pickens, Rabun, Stephens, Towns, Union, and White. Head Start and Early Head Start are only two of the major service delivery programs operated by NDO, Inc.
NDO Head Start operates twenty-nine center based preschool programs in twenty county service area. This program serves 2,102 children, five days a week for 170 days per year. The Early Head Start program serves 48 children, ages 0-3 years, and 9 pregnant women. The Early Head Start classrooms are located in Hall, Hart, and Forsyth counties and offer extended day services and summer care programs for working parents.
Our program employs 427 Head Start/Early Head Start staff persons in the local programs. These staff include: Center Directors, Teachers, Teacher Assistants, Family Partners, Custodians, Cooks, and Administrative personnel. Our Central Office is located in Gainesville, Georgia and employs nineteen personnel to monitor program management and accountability in the twenty county service area. Staff receive extensive training in all areas of child development.
Early Head Start/Head Start programs work closely with twenty-three school systems in our service area and have been well received by educators, child development specialists, community leaders, and parents. We collaborate with many agencies and programs, both public and private, to provide quality services for children and families.
NDO, Inc. has received national recognition as a Program of Achievement and a Program of Excellence by the National Head Start Association, receiving the Carnegie Achievement Award in 1995 and the Carnegie Excellence Award in 1996, 1999, 2002, 2006, and 2009 for outstanding performance.

Purpose
Ninth District Opportunity, Inc. Early Head Start/Head Start is built upon the premise that all children share certain needs and that children of low-income families, in particular, can benefit from a comprehensive program to meet those needs. Early Head Start/Head Start provides children with a comprehensive program to meet their educational, social, nutritional, health, emotional, and psychological needs.
